In 1.9.8.3, the wysiwyg editor works for blogs but not for wiki pages. In 1.10, it works for wiki pages too. The 1.10 version of Tiki is the development version and isn't recommended for live sites. A 1.10 branch is being worked on, though, which should be stable for any site. If you want to download that version, still in progress, there are links at de.tikiwiki.org.

If you are concerned about your current site being disrupted by the upgrade, you should wait until branch 1.10 is available as a stable Tiki release.

Upgrading normally doesn't change your theme or other preferences. The theme setting and similar preferences are in a database table that isn't touched by the upgrade preocess. If preference settings were changed during your upgrade, something abnormal happened.
