Menus should behave as specified when they are made. Once in place, open/close preference is kept track of by cookies. It seems like sometimes this information gets lost or something. I've also had better luck in general with certain browsers; Firefox has seemed a little less responsive in this area. Anyway, try clearing the cookies in your browser for the domain of your Tiki site and seeing if that makes a difference.
