Images in galleries can have descriptions, but HTML code is stripped out for security reasons, and wiki syntax isn't parsed, so doesn't work. Maybe wiki parsing could be added; it should be as this would be a nice enhancement.
In the meantime, seems like trackers are the usual approach to this kind of data presentation, and in fact are probably better for it than an image gallery. For example, see http://dev.tikiwiki.org/tiki-index.php?page=Image+Gallery. This is a wiki page that uses the tracker plugin. Check the "source" link at the page bottom to get an idea of how the page is done. The tracker items can also have an image field.
