[1 Report Internal & External]
should work. Normally this syntax with the square brackets is used for external links (to other sites), but can be used for internal links. If the _htaccess file in your Tiki's root directory is renamed .htaccess, and if your site uses Apache webserver, then you should probably be able to use URls like http://www.yoursite.com/wiki_page_name — that is, without the "tiki-index.php?page=" prepending the page name. In this case simply putting the page name in square brackets will work because the rest of the URL is produced by the .htaccess URL rewriting.

If the .htaccess renaming doesn't enable shortened URLs, then I guess you'll have to use [tiki-index.php?page=1 Report Internal & External], which is pretty long, so you could use [tiki-index.php?page=1 Report Internal & External|1 Report Internal & External], which is the URL|pagename form and saves page space/complexity but involves even more keyboard input.

This is a lot of trouble compared to the standard wiki syntax that uses camelcase or double-parentheses, so something to consider might be alternative page names, such as using the word "and" in place of the ampersand for page names. (It's ironic that the ampersand character is meant to save space and trouble, but because it is a special character in web URLs, actually it's a lot simpler to write out "and" than to use "&" and have to put up with all the encoding overhead and workarounds.
