You are using the Moreneat theme, right? This theme has its own tiki.tpl file that has code for the top part of the page. Edit templates/styles/moreneat/tiki.tpl by deleting lines 35 to 42, that is, the lines that start with

{if $feature_usermenu eq 'y'}

and end with

< /div>
{/if}

inclusive.
