For the label, type the name of the button. This will appear in a popup when a user hovers over the button. It will also be used for the icon's alt text. In your example, I would use Bullet.
For the insert, type the code that you want Tiki to add when a user uses the quicktag. Since the Tiki syntax for a bullet is *, you should type: * text
