Because ))TikiWiki(( is (at its center) wiki software, it has higher security requirements than in a situation where the page author is probably one or a few individuals that are known to be trusted and have ftp access to the site, etc. This is why some hurdle-jumping is needed to get javascript into pages. The method to use for wiki pages is wiki plugins, as this lets the site admin control what javascript is being used for. I don't know what the rational regarding Tiki's HTML pages is, other than that this is a really minor feature that probably few people use and few developers think about.

The "wiki way" to do the remote rollovers would be (for wiki pages) to make a plugin that contains the javascript. Tiki already loads the necessary javascript file (overdiv.js, as used by the user-info mouseovers) so what's needed is a plugin that can use this and provides for inputting of anchor text and images, etc. (CSS remote rollovers might also be an option.) This wouldn't work on Tiki HTML pages, though, as Rick said. So the trick becomes doing the plugin, or finding someone to do it or that has done it. Maybe you can look at existing plugins and do a variation that will work, or maybe you can find a consultant to do it. Right now, though, I think a lot of people are pretty busy trying to get version 1.10 out the door.
