If all you want is a "template" to control style (i.e., presentation), you can do this from your CSS.

1. Edit you ../styles/your_style.css file.
   Add a unique style with whatever formatting you want.
2. On any wiki page, use the style with the DIV plugin:
   
   Copy to clipboard

   {DIV(id=some_new_style)}your text{DIV}

Of course, the example you gave uses BOLD and COLOR, two things which are already supported through wiki formatting. So again, I'm not really sure I understand your use case very well, sorry.
