Not automatically. The top bar dropdown menu (a PHP Layers menu) has to be made on the Admin Menus page, created by inputting the link information individually. There's no way to make such a menu from the category or structure admin interfaces. But you could get category or structure link information and make a new menu (on Admin Menus) using it.
