In this numbering system (apparently common with software) the numbers to the right of the decimal point aren't fractions, but a separate number sequence, so the zero is significant (1.1 -> 1.9 -> 1.10 -> 2.0, etc.). This should probably be spelled out on the doc site somewhere, if it isn't already.
