Pretty much anything that can be done in a normal web page can be done in TikiWiki. You can make a custom theme and specify it for the pages that use this layout (you could use the Category and Theme Manager features to do this, or use the theme for your wiki overall if all your pages have this layout).

On the editing side, the author will have maybe a set of div tags (using the DIV plugin probably) to fill in. Without custom coding, there is no "forms" interface with separate input areas; there is just one textarea for the whole wiki page (or maybe section editing — available in soon-to-be-released Tiki 2.0 — could be used here.) The content template feature could be used to paste in the initial group of divs. You can read up on these features at doc.tikiwiki.org. How you place the divs-in-a-circle would be as in a normal web page — using positioned divs or a table, etc. This would be layed out in your wiki page source and the theme stylesheet.

The "discuss page" feature can be used to make a forum thread for each page, or comments can be added directly at the page bottom. I'm not sure offhand if there's a way to automatically make the page creator the admin of the forum thread that discuses the page, or to enable him/her to moderate comments on the page.
