Hm, earlier I mentioned editing the CSS file locally. That isn't using the "Edit CSS" link. Local editing is downloading the CSS file, editing it in a text editor or CSS editor, and uploading it back to the site. You can do that if "Edit CSS" isn't working right and you need to make the theme changes.
I haven't used Edit CSS in a long time so haven't kept track of how it works. It's a mature feature but may have been tweeked or affected by other code changes and a regressive bug introduced. A bug report should be filed at dev.tikiwiki.org. In the meantime, CSS files can be modified using ftp and an editor on your PC.
