Until more reports are in from people using Siteground, it's hard to say whether it is an issue with their servers generally or with a particular installation. At a site I have with another hosting company, stylesheets saved with Edit CSS were blank — 0 bytes; I filed a bug report.
As for moving your site because of this problem, I'm curious just how important it is to you to edit CSS files via Tiki's interface? Is this a feature that is important for you to offer your site users? If the editing is limited to you or other trusted site admins, it can be done locally and the stylesheets uploaded, so Edit CSS isn't involved.
