Using the install script isn't mandatory, if something in your situation is hanging it up. Once your Tiki files are in place and you have a database ready, you can use phpMyAdmin or another client to create and populate the tables by running db/tiki.sql for a fresh installation or the appropriate upgrade sql script(s) for an upgrade. Normally db/local.php is created during the installation process so if you can connect to the database, this file is in place; if not maybe it needs to be created or edited. You can use the file from your previous installation.
