I think Gary is on the right track... although I don't think you'll need to edit the PHP file; the TPL should be enough.

The variable for the page content is {$pagedata}, so theoretically you could simply check to see if it is empty (i.e., a new page), and then add your own content.

Something like this...maybe... (YMMV):

<textarea.... {if $pagedata eq ''} Your default text here {else} {$pagedata .... } {/if} <textarea>


Note, however, that in 2.2 the actual edit area is in wiki-edit.tpl — not tiki-edit_page.tpl.
