That depends on what you want the image to be the background of. In general, the theme's stylesheet is used for background images, colors, etc. If you mean the entire page, the body selector is the one to give a background property to. But overlying areas could interfere if they have backgrounds, so they might have to be modified too. Theme stylesheets are in the styles/ directory, and you should check CSS references/tutorials for general information on this.
