No, this isn't normal. The Tikiwiki project sites are being used to test the software and, with release 3.0 just getting finished, some problems have been found and are being worked out. Of course developers do testing on their own servers, but some problems don't become apparent until things scale up, which is what the project sites help test. Sorry for the inconvenience.
