Hmm, well, I checked at a few sites. At my Tiki 3 site (zukakakina.com), there's no problem when the menu is narrow (four items wide), with either PHP Layers or suckerfish menu. And at themes.tikiwiki.org, which is running Tiki 2.3 or so, there's no problem either.
If you switch to a different theme, does the menu move down the same way, or is this only in Eatlon?
