Not sure if this exists but you can try to go to Admin > Admin home > Login and than on the "General preferences" tab you can see "Re-validate user by email after XXX days". You can try to set it to 365. Not sure what happens (if the user gets banned) when there is no answer..maybe this could be upgraded
Also you can set "Password expires after XXX days" on the same tab to 365 and disable "Users can change their password"..this can maybe bring you closer to what you want 
Another way could be to make use of the Banning feature but I think you need to code for that
