The problem is that IE7 is buggy. Headings are block elements according to CSS standards. Block elements by definition go the full width of whatever they're contained in. This is why the heading background is full-width in Firefox and other standards-compliant browsers.
Quite a bit of time has been spent making things in Tiki work for IE6 and IE7, but this particular detail didn't get the attention. To work around IE7's bug, you could try making a new file with this path and name:
styles/coelesce/ie7.css
with this content:
div.articletitle h2 {background: none}
div.articletitle {background: url(tiki-centerbg.jpg) repeat-x}
This (for IE7 only) will remove the background from the heading and add it to the div that contains the heading (and the subtitle). I just tried this and it does seem to work ok; we should probably add this to the Tiki package. Thanks for pointing out the problem.
