I think if you look carefully you'll notice the sites in those search results reference the terms "tiki index php", but aren't Tiki sites themselves, for the most part (did you spot any?). The limesurvey site is multilingual in terms of some of its content, but typically the interface remains pretty much English. Given the state of the ja language file, Tiki's interface isn't very useful right now for Japanese who aren't also at home in English.
