Yes, I agree that what I suggested isn't a reasonable fix for the problem; I just mentioned it because it seemed to straighten things out in my particular case, and if it worked for you also, it'd be a clue toward finding the real fix for "total newbies" and everybody.
In lieu of a real fix, I suggest setting the mails per page as high as possible; I'll ask on the dev list and see if anybody has an idea about the solution.
