This could quite well be a bug, I know for the forums on www.damosoft.co.uk I had to modify the code to only display forums which you have permission to enter, I didnt want a list of them all and only those you have permission to be a link.
Of course, you would also need to look at the forum topics module too.
However, you may want to join us on irc.freenode.net channel #tikiwiki and discuss it with several of the developers.
