Those br tags are in conditional comments so should be seen only by IE browsers. They were added as a workaround to an IE float-clearing problem. In the latest version of tiki-site_header.tpl, a space between the conditional comment start and end tags, which caused IE to give the tags a 1em height rather than the br height:0 property, was removed, so the tag should no longer have any height. Try getting and installing this file version; it'll also be part of the Tiki 3.2 release, which is coming fairly soon.
