Wow, that's a lot of PHP memory, so apparently that isn't the problem.
As for the discrepancy, the admin page gets its version information from a file in TikiWiki's lib directory. If that file reports 2.2, then for one thing we can say that file (/lib/setup/twversion.class.php) is not the 3.0 version, which casts suspicion on the files overall, I'd say, especially when there are behavior issues. In other words, it appears the upgrade wasn't complete.
