Why not use an actual HTML list (made with wiki syntax - one or more asterisks at the left margin), like this:
- Level 1 - L1-1?
- Level 2 - L2-1?
- Level 2 - L2-2?
- Level 1 - L1-2?
- Level 2 - L2-1?
- Level 2 - L2-2?
- Level 3 - L3-1?
- Level 4 - L4-1?
- Level 4 - L4-2?
- Level 3 - L3-2?
- Level 3 - L3-3?
- Level 3 - L3-1?
- Level 2 - L2-3?
- Level 3 - L3-4?
- Level 3 - L3-5?
- Level 2 - L2-4?
- Level 3 - L3-6?
Specific details could be modified with CSS, if needed.
