The link is down in the "Crosslinks to other features and settings" section at the bottom of the Admin General page. But be aware that Admin Mods is pretty quirky to use (generally you need shell access at your server). On the mods side, some things like avatars aren't Tiki-version-specific, and themes that are compatible with modern Tiki releases are indicated as such, but many other mods aren't maintained and aren't identified as being incompatible, so be ready for things that don't work. If you get an "impossible to copy" error, the problem is probably an inconsistency between the file paths in the mod's package info file and the mod's actual file paths, which can be corrected so should be reported (this is sometimes the case for theme background image files, etc.)
