TikiWiki is software that has wiki, blog, forum and other components or features. TikiWiki is the wiki, as well as the other components. These components are kind of like the branches of the TikiWiki tree; they can't run independently, detached from the trunk.
Most wiki software is single-purpose: you install it on your server, and you have (just) a wiki. In the case of Tiki, you install the software on your server and you get a set of tools, and you can turn on the ones you want to use (see the Admin Features page of your site - tiki-admin.php?page=features).
