Did you make any changes at your site since when you could successfully change themes, such as upgrading the installation?
It's normal to get the message that users' theme choice will override the default site theme, though I haven't seen this appear as an error message. Is that how it displays to you, as "Error: ..."?
Did you try clearing the Tiki cache and your browser cache after making the theme change? If you have a theme selected as your own choice (set in user preference or with the switch-theme module), it would override the default site theme, so be sure to select "site default", or else to log out, to see what the site default theme is, without interference by your logged-in user choice.
