The image icon when editing a wiki page in my installation also functions correctly. I get a form to in put the source url and so on. I tried in both the normal wiki editor and the wysiwyg editor.
About sefurls, they've never worked for me locally; it's some problem with running on Windows apparently, but I never pursued it because the installation is just for testing (other) features and working on themes, etc.
What version of Tiki did you install? I was checking with TW4.
