Judy's personal traits aside, there seems to be some deeper underlying quirkiness as I noticed a similar behavior with other themes on the user preference page. When the theme preference is changed at http://themes.tikiwiki.org/tiki-user_preferences.php, the page didn't always seem to display correctly initially, depending on the themes switched from and to. But I was able to get the correct page content again by clicking on another of the buttons and then back to "preferences."

Ajax was turned off at the site so I turned it on and didn't notice the problem after that but I don't really think that was involved. Could you check again and see if it's working ok for you now? Also, what browser are you using, in case there are browser-related issues? In general, sometimes a page refresh is needed after a theme change, for the new theme to be fully transitioned to.
