You can't do this directly in Tiki, the available options are Top, Bottom or Both. However, you can easily remove the structure bar by either editing the template (TPL) or by modifying the CSS and adding display:none to the DIV that holds the navigation information.

I'm curious though, as to your use case for doing this. The whole reason for using a wiki structure is to present a specific browse path to end-users to allow them to "page" through the site. Why use a structure if you're not going to do this?
