Think, I got what you are trying.
So I tried on one of my pages:
1.)
I went to admin -> Banners
That was the link in the main application menu.
In my menu it would be the second menuitem after Admin:
"Admin"
"Admin Home"
"Banners"
-> /tiki-list_banners.php

There I first did create a bannerzone -> just write in the appropriate field: ))TopZone(( and click on the create button

THEN I created the banner itself at the same place,
-> so choose ))TopZone(( in the popupfield (if several would be there) like I did.
-> type in the URL to Link to in the appropriate field
-> check "use picture" and upload a picture
-> No more changes like dates or time for the first test - let the hole details unchecked
> Use a small picture like a thumnail first <
2.)
go to the /tiki-admin.php, scroll down and click the button Site ads and Banners
Then type into the big textfield:
{banner zone='TopZone'}
check "Activate" and "Publish" and you should be done -> just click to change preferences
==>> now the thumnailpicture or whatever you did choose should appear in the header besides the sitelogo or the site title, whatever you have.
In my case I have a Sitelogopicture set to the left and the banner appeared on the opposit right side beside - not above or below.
When you got there then play around with time, position, picture size or different types of banners (html etc.)
NO Template changes needed.
