The bug reports about this problem probably mean that developers are aware of it. Not everything that needs to be fixed gets fixed quickly, unfortunately, because people just don't have enough time (most are volunteers and also have to make a living). If you can afford to pay for the fix, that would speed it up probably since it'd become a higher priority for a developer who is juggling paid work with volunteer bug fixes. But also unfortunately, the people most able to fix staging and approval are also the busiest with other projects, so even offering to sponsor the fix might not bring a quick result. There's a "Consultants" page at info.tiki.org if you want to go that route.
About an earlier question, presumably staging and approval worked in an earlier release. It was developed for the support.mozilla.com Tiki installation, and has been in use there. But Tiki's code has been changing fast since that time and apparently staging and approval wasn't updated in step with it.
