Tiki has an option to make cached local copies of linked-to pages, so that part of your task will be easy. The "profile" will actually be in place already, as the wiki feature is activated by default. The database connection is configured during the install process; all you need to do is have a MySQL database created and ready for Tiki's installer to populate with tables. You just need to install Tiki, which is a very smooth process, and then grant permissions to see wiki pages in whatever way works for your goal.

I'm not sure what you mean about linking Tiki to Dreamweaver. Tiki is web server software and so needs Apache (optimally) to run. This can be either at a public domain or on your own intranet or personal computer.
