The feature is activated on Admin > Features page (tiki-admin.php?page=features) under the "New" tab (then down at the bottom right). Did you check this checkbox?
By the way, there is a feature searchbox at the top of the page (center column) in admin section pages now, so you can search for admin features, options, etc. in case you can't find them otherwise.
