Seems like this could be done by making a group called something like "Newusers" that new registrants are automatically assigned to. Make a group homepage for Newusers that contains the information you want to display. When making the group, set the option that lets people opt out of the group. This homepage should also display the 'opt-out' switch (I don't know how that works as I've never had to go through the process; maybe it can all be done on-page or maybe you need to make a link to some group membership page). Then when the user leaves the group, he/she won't see that homepage or its info anymore.
