Once your forum has been created it will appear in tiki-forums
Things I would check for are the value of Section. and make sure that if you did choose a section you set the dropdown to the Create option.
Otherwise its a permissions issue, but that wont explain why admin user cannot see it.
Have a look at the section list. Does it show in tiki-admin_forums at the bottom of that page listing?
