The picture you have shown is the "secondary site menu"
You have to activete the "secondary site menu" in Admin -> Look and Feel -> General Settings (yourdomain/tiki-admin.php) and assig a menu.
Mostly I set this up first, directly after a fresh installation:
menu Id 42 - standart in Tiki - application menu
menu Id 43 - I use this normally for the top bar
menu Id 44 - I use this normally for the secondary site menu and leave it empty, if I do not need it at once
Then I setup the all my other needed menus.
But if you already have a couple of menus, just make up a new one and take the Id of this one.
