If the banner content is a wiki page, then the page could have editing permissions and could be changed by users who don't access the banner admin itself.
If the banner content can be wiki text (I don't recall offhand if this is supported), then the Menupage module could be used, where you specify the wiki page to provide the data. If wiki text isn't supported as banner content, then you could use the url "tiki-index_p.php?page=" with the page name.
Would this work?
