we would maybe need mor information, especially if that may be a bug. In that case we would need for ex. to Know the Tiki version number and some more stuff.
Aswell it would be important to know, what you already tried or checked to solve the problem.
First thing I would recommend you to do would be the following:
go to /tiki-admingroups.php and check there if the group 'Admins' is inherited in the group 'Registered'
You can inherit / include one group into another, which gives a group all permissions/right of the inherited group and additionally the permissions/right which you apply directly to the group.
