You should consider using wiki syntax instead of the HTML plugin. For example, you can use the SPLIT plugin to create the two columns, and the FANCTYTABLE plugin to create the tables. This will eliminate the need to re-approve the HTML plugin each time.
Alternatively, you can change the permission to the the group that edits the page, to accept all edits without requiring approval (although this presents a potential security issue).
