Hiya,
Create a directory somewhere within your tikiroot for example I usually have forumatt/
Give it suitable permissions so that Apache can write there
Then in tiki-admin_forums.php at the bottom of the forum config you can type the attachment directory. make sure you also supply the trailing slash.
And you can if you want have a different folder for each forum.
