I think your problem may be caused by User Tracker not being completely set up.

In Admin Home -> Log in, do you have the option "Use tracker to collect more user information" set?

If you do, in Admin -> Groups, when you edit the group Registered, do you have your user tracker named in the "User Information Tracker" field?

Do you have the ID of at least one of your user tracker fields specified in "Users Information Tracker Fields Asked at Registration Time"?

When I have "Use tracker to collect more user information" set, and then do not put any tracker field IDs in the "Users Information Tracker Fields Asked at Registration Time" field, then my registration acts the same as you are describing.

I think that if you have "Use tracker to collect more user information", then you must have at least 1 tracker field ID in "Users Information Tracker Fields Asked at Registration Time".
