HAH!
Okay, I figured it out. You have to validate (or attempt to validate) the account BEFORE the email validation goes out. I was thinking that people had to validate their emails first, /then/ I'd go in and approve their access.
The Powers That Be might want to consider making that an option: make people prove that their emails are a) valid and b) theirs as a way to help you (the administrator) decide whether or not to allow them to join.
