Well... if it is on the web it is publicly available — regardless if you've publicized it or not. :-)

You can specify what email address Tiki uses to send messages from the Sender field on the Admin: General page. Pleasesee the docs for details.

If you're concerned about false registrations while your site is in development, you can simply "close" the site until you're ready by uysing the Close site... option (also on the Admin: General page, Navigation tab.
