In Tiki 14, the name of the "MyTiki" feature was changed to "My Account", and I don't think the documentation has been updated to reflect this. Anyway, you can go to the Admin Community page (tiki-admin.php?page=community), and activate "User Tasks" under the "User features" tab. That should turn on the Tasks feature at your site - at tiki-user_tasks.php.
