Hi,
Go to the Admin Forums page. Use drop down in main menu or tiki-admin_forums.php
Here you can create a new forum
about the 6 th item down is "Section"
use the drop down "create new" and enter you section name
Fill in the rest and save.
When you save this forum it should create a new section that you can select with the next forum created.
