Your PHP will need to have mysql support in it.

a quick test is to create this file as info.php and browse to it:

hopefully when you browse you should see all the php details including a module for mysql if not you need to enable it in your php.ini and restart IIS (i think) and look at the info again.

IIS also needs some other tweaks to work, so You'll have to look at the IIS Install page here on tikiwiki.org too
