As far as I know, all lists in Tiki ignore permissions. That is, an object itself (page, forum, etc.) can be denied to a visitor, but lists include the object's name and there's currently no way to keep that out of lists. This means lists of forums, wiki pages, search results, lists in modules, etc. show all the objects in their scope, without screening according to group priviledges. To hide a forum on the view_forums page, it'd take a new column in the tiki_forums table, I imagine, that could flag invisibility, and a matching checkbox on the forums admin page. You could submit a feature request (RFE) at Tiki's Sourceforge project page, I imagine. (I may be missing something, but this is how it looks to me.)
